Why Won't My Rabbit Use The Litter Box?
Baby rabbits commonly aren't as neat as older rabbits so that could be the problem. Most rabbits will pick a corner, back into it, and go there regularly, at least to urinate and most of the time to poop. If the food dish is in a corner, you need to move it. You should put the litter pan in the corner he already likes to use. I hope you're using litter that is rabbit safe (not cat litter). I like aspen shavings (not pine or cedar) - good odor control, absorbency and safe if the rabbit eats them. Rabbits also enjoy eliminating on top of things (like litter or bedding). They'll drop poops around to mark their territory, too.
